1922-1932 Lenin Communist University

Saratov Communist University was founded on 14 December 1922. By the order of the Central Committee of the Communist Party of the Soviet Union the first student body consisted of senior officials from Saratov, Simbirsk, Samara, Tsaritsyn, Astrakhan, Penza, Tambov and the Volga Germans regions.

1932-1939 Lenin Lower Volga Higher Communist Agricultural School

The insitute became more than just an examining body and was established as a Lower Volga Higher Communist Agricultural School.

1937-1946 Saratov Regional Courses of Party Politics

Overall objective of the courses was to promote the leadership development for the party and government bodies.

1946-1962 Saratov Regional Party School in Saratov Regional Party Committee of the Communist Party of the Soviet Union

Three separate departments were established. The various academic departments available at the university were Party politics, Soviet politics and Newspaper workers. In order to provide for the students a complete top party-political education and knowledge in the field of economics, in 1956 the Saratov regional party schools was transformed into interregional Party School  of the second higher education category.

1973-1991 Saratov Interregional Higher Party School

The Saratov Interregional Higher Party School has been a force in higher education from its early years. It introduced many subjects into university education for party organizations in Astrakhan, Volgograd, Kuibyshev, Penza, Saratov, Ulyanovsk regions and Tatar Autonomous Soviet Socialistic republic. The graduates worked in the party and government bodies, and regional institutions.

1991 Volga Socio-Political Institute

In May 1991 the Higher Party School was transformed into Volga Socio-political institute.

1991-1994 Volga Human Resources Institute in the Department of Public Administration of the Russian Soviet Federative Socialistic Republic

In November 1991, by order of the President of the Russian Federation regarding the establishment of institutions of state and municipal employees, professionals of the market economy the Volga Human Resources Institute renamed the Volga Human Resources Institute in the Department of Public Administration of the Russian Soviet Federative Socialistic Republic.

1994-2011 Stolypin Volga Region Academy for Public Administration

In July 1994 in accordance with the resolution of the Government of the Russian Federation the Volga Human Resources Institute renamed the Volga Region Academy for Government Service. The academy was a branch of the Russian Presidential Academy of National Economy and Public Administration.

In February 2002 the academy named after a Russian eminent statesman deputy premier of the Russian Federation Peter Stolypin.

2011 According to the decree issued by President of the Russian Federation Dmitry Medvedev dated 20 September 2012 #1140 established the federal state budget institution of higher professional education the Russian Presidential Academy of National Economy and Public Administration. New higher education institution joined the Russian Presidential Academy of Public Administration, the Academy of National Economy under the Government of the Russian Federation and regional academies for Public Administration. The Volga Region Academy for Public Administration is a part of the Presidential Academy as the Stolypin Volga Region Institute of administration, the branch of Russian Presidential Academy of National Economy and Public Administration.

The mission of the Academy is training, retraining, professional development, and advising civil service officials, businessmen and executors of non-governmental organizations.
